The flag should be flow upside down only in time of protest (or when you are too tired to see which side is up --just kidding). As far as speed, I will have to think on that one as it is too late to think now.
Stumped me - I agree with Heidi, the flag should be flown upside down only when in protest, but I'm just guessing at the speed - 5 mph? LOL!
Share more questions! It would be fun to see what we know (or don't know). The three of us having gone to Christian school, we may be at a disadvantage!
Logically thinking, it is raised at one speed and lowered at a faster speed.
The flag is only to be flown upside down as a signal of distress or danger (i.e. a ship at sea that is under enemy control or at a risk of sinking). There is a common misconception that the flag can also be flown upside down in sign of protest, but that actually is a sign of disrespect.
As for speed, you are technically to raise it briskly, as if saluting the day, and then lower it slowly as if honoring those that are dark forever (dead).
I know there are other actual technicalities out there that can be found, but these are the common rules.
thanks for clarifying. I have never protested or had to fly it upside down. But if I ever do, now I know.
